Sec. 87.447  Supplemental eligibility.

    An applicant for an operational fixed station must show that:
    (a) The applicant is the licensee of an aeronautical land station in 
the aeronautical mobile service; and
    (b) Common carrier facilities are not available to satisfy the 
aeronautical station's requirements.
