- nationwide licensing occurs quickly, which has been the case to date. Given that grant of the nationwide license carries with it a reconsideration period-which would allow the licensee to build-out notwithstanding a challenge--and link registrations are subject to challenge only after operations commence, there appears little need for conditional operating authority. On our own motion, however, we are revising Section 101.1513 of the rules, 47 C.F.R. § 101.1513, to make clear that the ten-year license term runs from the initial grant date of the license.
