- dismissal attempts to impose requirements ``not provided for'' by Commission rules and that the Division has ``attempted to engraft onto the Commission Rules a non-existent requirement for a justification of need.'' We disagree. The purpose of the Commission's Part 90 loading rules is to prevent warehousing of channels to ensure that spectrum is used in an efficient manner. Specifically, Section 90.627(a) of the Commission's rules limits the maximum number of frequency pairs that may be assigned at any one time for the operation of a trunked radio system to twenty. Section 90.631(a) of the Commission's rules provides that non-SMR trunked systems will be authorized on the basis of a loading criterion of 100 mobile stations per channel, with mobile stations including
