By way of background, on May 18, 1992, the Chief of the Land Mobile Branch of the former Private Radio Bureau granted Fulton a waiver of Sections 90.203 and 90.259 of the Commission's Rules to permit Fulton to operate Station WNMG290 on certain frequencies in the 216-220 MHz band.
