- construction deadlines and our rules for obtaining extensions of time to construct digital facilities. 700 MHz Band License Periods and Construction Requirements: We extend the terms of the licenses for the ``recovered spectrum,'' including the applicable construction benchmark deadlines, for a period of 116 days pursuant to section 2(c) of the DTV Delay Act. We also modify sections 27.1310 and 90.1410 of the 700 MHz Public/Private Partnership rules to conform these provisions to the license term extension.
