We propose that the D Block licensee(s) build into the shared broadband network infrastructure a capability to provide monthly usage reports covering network capacity and priority access so that the Public Safety Broadband Licensee can monitor usage and provide appropriate feedback to the D Block licensee(s) on operational elements of the network.
