See IMO Assembly Resolution A.888(21), ``Criteria for the Provision of Mobile Satellite Communication Systems in the Global Maritime Distress and Safety System (GMDSS),'' with Annex, adopted 25 November 1999. Distress traffic consists of messages relating to the immediate assistance required by the mobile station in distress. See 47 C.F.R. § 80.325(a). Urgency traffic consists of messages, transmitted under authority of the master or person responsible for the mobile station, concerning the safety of a ship, aircraft, or other vehicle, or the safety of a person. See 47 C.F.R. § 80.327(a). Safety traffic consists of messages concerning the safety of navigation or giving important meteorological warnings. See 47 C.F.R. §§ 80.329(a), 80.330(c).
