- coast station, which includes discontinuance, reduction or suspension of a VHF Channel 16 safety watch. Neither commenter has indicated that the Coast Guard is getting insufficient notice under the current regulatory framework. For the foregoing reasons, we believe that the recommendations of both Maritel and the Coast Guard are sufficiently satisfied by these existing rules. Nevertheless, we propose that Section 80.302(a) be amended so that it also requires notification to the Coast Guard be made as soon as practicable when a VPC station with VHF Channel 16 safety watch responsibility is relocated. We seek comment on our tentative conclusions. Frequency Assignments Specification of 12.5 kHz Channels The basic channelization for VPC spectrum is set forth in the ITU Radio Regulations as

- be in accord with ITU Radio Regulation S52.54.1. We agree with the Task Force and other commenters that 500 kHz and 8364 kHz should be deleted as distress and safety frequencies, as these frequencies are not currently in use. Therefore, we will delete the references thereto throughout our Rules, including the references in Sections 80.101(c), 80.143, 80.146, 80.207, 80.223, and 80.302. We will not, however, delete the Morse radiotelegraph frequencies, because despite the USCG's assertion that there are no commercial or government operated coast radio stations providing any Morse radiotelegraphy services in the U.S., we find that though the Morse radiotelegraph frequencies are rarely used, if at all, there is no concrete evidence that they are completely unused or that there

- licensees already must notify the nearest district office of the Coast Guard thirty days prior to discontinuing the watch pursuant to the section 80.303 exemption, and as soon as practicable when changes occur in the operation of a public coast station, including discontinuance, reduction or suspension of a VHF Channel 16 safety watch. Nevertheless, the Commission proposed to amend section 80.302(a) to make explicit that the rule also requires notification to the Coast Guard as soon as practicable when a VPC station with a VHF Channel 16 safety watch responsibility is relocated. Discussion. We affirm the tentative determinations made in the VPC 4th FNPRM regarding Channel 16 watch responsibilities. We adhere to the view, echoed by the USCG, that it is
