Specifically, we grant a blanket waiver of the requirement in Section 80.273(b) that radar equipment on voluntary vessels comply with International Electrotechnical Commission (IEC) standard 62252. In addition, we clarify that radar equipment on compulsory vessels must comply with the standards now incorporated into Section 80.273(a). In the Fourth Report

After reviewing the Subpart F rules and the comments, we agree that many of the rules in Subpart F are obsolete and can be eliminated. - of demand for private coast station frequencies warrants retention of this limitation of the assignment of private coast frequencies, particularly given that these frequencies are licensed on a shared, non-exclusive basis. We therefore request comment on whether limits on the number of frequencies that can be assigned to a private coast station should be relaxed or eliminated. Radar Standards Section 80.273 of the Commission's Rules contains the technical requirements for radar equipment installed on ships. In its comments to the Second Further Notice, RTCM contends that this rule needs to be completely revised to incorporate by reference IMO and IEC radar standards that have superseded the standards referenced in the current rule. RTCM offers a specific proposal for rewriting Section 80.273.

Radar Standards In the Third Report and Order, the Commission amended Section 80.273 of the Rules, which sets forth the technical requirements for maritime radar equipment, to incorporate by reference the latest versions of certain international radar standards adopted by the International Telecommunication Union (ITU), International Maritime Organization (IMO), or International Electrotechnical Commission (IEC). The Commission did not amend its rules to incorporate by reference additional international standards recommended by RTCM, in particular
