Sections 80.148, 80.305 and 80.1123 of the Commission's Rules require compulsory ships at sea to maintain a continuous watch on maritime VHF Channel 16 (156.800 MHz). Each of the rules includes a sunset date, i.e., a date on which the Channel 16 watch requirement would terminate by its own terms. In the Report and Order, the Commission extended that sunset date from February 1, 1999
