- Fishing Vessel Exemption. The cross-referenced provisions of Section 80.1101(c) incorporate byreference international standards that mandate DSC capability. As currentlycrafted, then, the rules mandate that the subject fishing vessels carry DSC equipment in order to be relieved of the requirement to carrysuch equipment. The Commission corrected this anomalybyremoving the cross-references to Sections 80.1101(c)(2)-(4). GMDSS Radio Operator Requirements. The Commission amended Section 80.1073(a) by inserting the appropriate cross-references, to Sections 13.7 and 13.203, respectively. Survival Craft Equipment. The Commission deleted the last sentence of Section 80.1095(a) as obsolete. References to Type Acceptance. The Commission replaced all obsolete Part 80 references to "type acceptance" with references to "certification." INMARSAT-E EPIRBs. The Task Force comments that ships electing at-sea maintenance should be required to carry equipment repair manuals, manufacturer's recommended spare parts, and appropriate test equipment. We decline to take any action on the Task Force's proposal, however, as its suggested requirement is already contained in our Rules at Section 80.1105(f). § 80.1073. Section 80.1073(b)(6) sets forth the responsibilities for GMDSS radio operators and backups. The Task Force proposes that it be reworded to read ``Responsible for ensuring that the ship's navigation position is entered into all installed DSC equipment, either automatically through a connected or integral navigation receiver, or manually at least every four hours when the ship is underway.'' No party specifically opposed this proposal or introduced evidence that the costs of compliance with this requirement would outweigh its benefits. GMDSS Rules Dedicated Radio Operator During Distress Situations Background. In the FNPRM, the Commission invited comment on a USCG proposal to add to section 80.1073 of the rules a specific requirement that on passenger ships, at least one qualified person must be assigned to perform only radio communications duties during distress situations. The Commission asked commenters to consider whether the proposed amendment was necessary in light of the existing rule, which mandates that a qualified GMDSS radio operator be available to act as a dedicated

It cross-references two rules in Part 13, Sections 13.2 and 13.21, that no longer exist.
