- Relay Services. § 1.1702 Scope. This subpart applies to filings required by §§ 76.403, 76.1610, 76.1801, 76.1803, & 76.1804, and 78.11-36 of this Chapter. § 1.1703 Definitions. For purposes of this subpart, the following definitions apply: Application. A request on Form 327 for a station license as defined in § 3(b) of the Communications Act, completed in accordance with § 78.15 and signed in accordance with § 78.16 of this title, or a similar request to amend a pending application or to modify or renew an authorization.
