Form 388 must contain information on all consumer education efforts undertaken by the broadcaster in the first quarter, including voluntary efforts. Order at para 8. - Delay Act and the comment date of the companion Notice of Proposed Rulemaking. The DTV Delay Act Omnibus Order was published today in the Federal Register. Accordingly, the rules adopted in the DTV Delay Act Omnibus Order are now in effect, except for the following rules, which will take effect on April 1, 2009: 47 C.F.R. §§ 15.124, 54.418, and 76.1630. Additionally, the revised Forms 387 and 388 are available now on the FCC Form Page. The companion NPRM was also published today in the Federal Register. Accordingly, comments must be filed on or before March 4, 2009. The NPRM set an expedited, one-round comment cycle of five (5) calendar days after publication in the Federal Register. - for digital-only stations that have completed construction of their full post-transition digital facility, providing on-air consumer education via digital broadcasting would not produce sufficient benefits compared to its cost, and therefore stations are now permitted to end their participation in the mandated DTV consumer education initiative after they terminate analog programming. The DTV consumer education requirements set forth in Section 76.1630 of the Commission's rules, mandating that MVPDs provide monthly notices about the DTV transition in their customer billing statements, remain in effect through June 30, 2009. Similarly, eligible telecommunications carriers (``ETCs'') are required to include DTV education information in telephone bills to their Lifeline or Link-Up customers and information campaigns through June 30, 2009.
