- multichannel media such as cable and direct broadcast satellite systems. Digital Low Power TV and TV Translator Station Protection of Broadcast Stations An application to construct a new digital LPTV of TV translator station or change the facilities of an existing station will not be accepted if it fails to meet the Commission's interference protection requirements in 47 C.F.R. § 74.793. Except as provided in the rules, interference prediction analysis is based on the thresholds (D/U signal strength ratios) and other criteria and methods specified in 47 C.F.R. § 73.623(c)(2)-(c)(4). The following D/U signal strength ratios (dB) shall apply to the protection of stations on the first adjacent channel. The D/U ratios for ``Digital TV-into-analog TV'' shall apply to the protection

This protection must be based on meeting the requirements of § 74.793 (b)-(d) and (f) of this chapter. An application for DTV operation of an existing Class A TV station or to change the facilities of a digital Class A TV station will not be accepted if it fails to protect these TV broadcast stations and applications pursuant to these requirements. 4. - we find that such a requirement may be costly and burdensome to applicants that may not have the need or means to prepare an engineering showing of their actual vertical pattern. Therefore, rather than requiring that all existing stations and permittees, and all future applicants submit this information, we shall instead use the assumed vertical patterns set forth in Section 74.793(d) for applicants and permittees that choose not to submit their actual vertical patterns. We find the burden such a task would impose on applicants greatly outweighs the spectrum maximization benefit that Harris believes would come from it. We believe that by the September 1, 2015 transition date those stations that find it useful to do so will have an opportunity

- not limited to: 1. Pending applications. They have priority processing. 2. Full service DTV and NTSC station licenses, permits and applications. Digital companion channels (including those licensed to Class A stations) will be licensed on a secondary- basis and can be displaced. Proposed digital companion channels must protect all full service analog and digital channels. See 47 C.F.R. §74.703 and 74.793. Due Diligence Digital companion channels proposed on channels 52-59 are secondary to and must protect new wireless facilities on those channels. At the long-form stage, applicants for these channels will also be required to certify the unavailability of any suitable in-core channel. Applicants will also be required to notify potentially affected wireless licensees on the spectrum comprising its proposed channel
