As a consequence of reclassifying footnote US302 as a non-Federal footnote (NG30), we are updating: (1) the cross reference in footnote US301 from ``US302'' to ``NG30;'' and (2) Section 74.502 from ``US 302'' to ``NG30.'' In addition, we are correcting Section 90.242(a)(3) to read ``Travelers' Information Stations will be authorized on a primary basis on 530 kHz and on a secondary basis to stations authorized on a primary basis in the band 535-1705 kHz.'' Next, we apply the definitions of U.S. and Federal footnotes to footnote G106, observe that this

- any technical details to support its claim of interference. Johnson further stated that, in the August 30 conference call with Bureau staff, the Southwestern representative had indicated that its objection to Johnson's proposal was based on Southwestern's desire to maintain a range of open frequencies around those licensed to WQJK228 while Southwestern attempted to resolve its technical difficulties. Discussion. Section 74.502(d) of the Commission's rules provides that license applications for aural broadcast auxiliary stations, including aural broadcast STL stations, are subject to the interference protection criteria in Sections 101.105(a), (b) and (c) and the frequency coordination procedures of Section 101.103(d) of the Commission's Rules. Section 101.103(d) of the Commission's Rules provided in pertinent part: In engineering a system or modification thereto,

- ten years from the adoption date of the 18 GHz Order. In the 18.8-19.3 GHz band, stations licensed or with applications pending as of September 18, 1998, are also entitled to compensation for the relocation of their facilities for a period of ten years from the adoption date of the 18 GHz Order. These provisions are reflected in sections 21.901, 74.502, 74.602, 78.18, and 101.147(r) of our rules, and we affirm them. With respect to identification of a terrestrial fixed stations that are entitled to protection from interference from the satellite stations, we have reconsidered our decision to adopt Legacy List procedures for fixed service receivers that point within two degrees of an FSS satellite. Specifically, upon further consideration, we have

- reallocated the 31.0-31.3 GHz band to the Local Multipoint Distribution Service. Consequently, BAS and CARS are no longer authorized to obtain new assignments in that band, and a search of our database reveals that there are not any currently active authorizations for BAS or CARS in that band. In this connection, we note that the frequency assignment rules in Sections 74.502 for aural BAS, 74.602 for TV BAS, and 78.18 for CARS no longer reference the 31.0-31.3 GHz band. However, many of the technical rules continue to mention this band. Therefore, we propose to eliminate references to technical parameters for the 31.0-31.3 GHz band that currently exist in the aural BAS, TV BAS and CARS rules. Similar to the 31.0-31.3 GHz

- the Notice, the Commission stated that its understanding of current industry practice is for broadcasters to use multiplexing techniques, rather than separate sound channels, to transmit the aural portion and video portion of their programming over a single TV BAS channel. Therefore, the Commission proposed to eliminate Section 74.603(b). Additionally, the Commission proposed to eliminate the corresponding provision of Section 74.502(b) that provides TV BAS licensees' authorization to use the aural BAS channels. The Commission also sought comment on whether it should delete Section 74.603(c), which provides grandfathering rights so that TV BAS stations could continue operating aural STL or relay stations that were in service prior to July 10, 1970. Discussion. SBE, the only commenter on this issue, confirms our
