Based on the foregoing, we conclude that KCI's submissions raise a substantial and material question of fact as to whether, in light of KCI's incomplete, inconsistent and vague responses, KCI has violated Sections 74.1231(b), 74.1231(f), 74.1231(g) and 74.1284(b) of the Commission's rules, and whether KCI misrepresented or lacked candor in providing information to the Commission concerning K216EQ's primary station and the related matter of whether K216EQ originated any programming.
