The supplementary statement to be filed with an application for a construction permit (§74.112), supplementary reports filed with an application for renewal of license (§74.113), and the requirement to make a satisfactory showing of compliance with the general requirements of the Communications Act of 1934, as amended, to satisfy the licensing requirement (§74.131), allow for the oversight necessary to protect the goals of competition and diversity. We find that elimination of the rule will have no adverse impact on our diversity and competition goals. Repeal
