Thus, for an AM station authorized 1,000 watts, the maximum permissible output power is 1,050 watts, which is the absolute limit. The proposed rule merely makes explicit the implicit requirement that the licensee be aware of the error inherent in the measurement instruments employed. Section 73.1215 requires that indicating instruments used at broadcast stations have an accuracy of 2%. The rule merely acknowledges reality in recognizing that the economical manufacture of perfectly accurate meters and other measurement devices is impossible. However, producing measurement devices with an error rate not exceeding 2% is economical. But even though such devices may not be perfect, they can be compared
