(AT&T), on behalf of its operating telephone companies, filed a petition for conditional forbearance pursuant to section 10 of the Communications Act of 1934, as amended (the Act), 47 U.S.C. § 160. In its petition, AT&T asks the Commission to forbear conditionally from applying section 228(b)(5) of the Act, and section 64.1506 of the Commission's rules to the extent those provisions together require that telecommunications carriers offer interstate pay-per-call services only through telephone numbers beginning with a 900 access code. AT&T seeks this forbearance so that it may offer a new enhanced directory assistance service to its wireline customers through an alternative dialing sequence, *ATT (*288).
