- INTRODUCTION In this Memorandum Opinion and Order, we grant in part a formal complaint filed by the Verizon Telephone Companies against Operator Communications, Inc. (``OCI'') pursuant to section 208 of the Communications Act of 1934, as amended (``Act''). Verizon alleges that OCI violated sections 201 and 276 of the Act by failing to pay Verizon payphone compensation required by sections 64.1301(a) and (c) of the Commission's rules, and by failing to pay certain presubscribed interexchange carrier (``PIC'') charges imposed in Verizon's tariff.
