In the Universal Service Order, the Commission adopted the Joint Board's recommendation to maintain the basic framework for administering the Lifeline program that existed prior to adoption of the Universal Service Order, under which a state providing intrastate matching funds under the Lifeline program established the qualification criteria governing customer participation in that state. Thus, section 54.409(a) of our rules provides that, in states that provide intrastate matching funds, a consumer must meet the criteria established by the state commission to receive federal Lifeline support. The Commission adopted the Joint Board's additional recommendation, however, to require states to base such Lifeline criteria ``solely on income or factors directly related to income'' in order to increase the availability

Qualification Criteria for Enhanced Lifeline and Link-Up Service We also clarify, on our own motion, the federal default qualification criteria for enhanced Lifeline and Link-Up service as set forth in section 54.409(c) of the Commission's rules. As discussed above, in the Twelfth Report and Order and Further Notice, the Commission modified its universal service rules to increase access to telecommunications services among low-income individuals on tribal lands. In states that have their own Lifeline/Link-Up programs, the consumer must meet the eligibility criteria established by the state, consistent with sections 54.409 and 54.415 of the Commission's rules, and follow the state's certification procedures. The current rules allow states that have their own programs flexibility in establishing their own eligibility criteria to fit the unique characteristics of that state, although some of these states elect to use the federal criteria as their default standard.

- to redefine ``voice grade access'' for universal service purposes. In addition, we ask the Joint Board to undertake a review of Lifeline and Link Up service for all low-income customers, including a review of the income eligibility criteria. In the Twelfth Report and Order, we stated our intent to examine, in consultation with the Joint Board, possible revisions to section 54.409 of the Commission's rules to provide for self-certification based solely on income level. We ask the Joint Board to consider this issue, among others, in its review of Lifeline and Link Up service.
