Theserecordsshallalsoincludeallinitialandongoingtransactionsthatdirectlyimpact investment,expenseandrevenueaccounts.InordertoenhanceourabilitytoverifyLEC compliancewiththeCommission'sestablishedvideodialtoneaccountingandreporting requirements,carriersshallberequiredtohaveinternalaccountingcontrolsandacompleteaudit trailforeachsubsidiaryaccountrecord.Subsidiaryaccountingrecordsmustbereconcilablewith totalamountsreportedinthePart32accounts.Inaddition,LECsshallmaintaintheserecords untilsuchtimeastheCommissiondecidesotherwise.Theserequirementsdonotpreclude carriersfromcreatingsubaccounts,ifnecessary,tocapturedatanecessarytoprovidesubsidiary recordinformation. [74]Return to Top of Document Section 43.21(c) Letter as Defined in the Commission's Rules Need to file if: Miscellaneous common carriers with operating revenues in excess of an indexed revenue threshold, as defined in 32.9000 of the Commissions rules, shall file with the Chief of the Wireline Competition Bureau (formerly the Common Carrier Bureau) a letter showing its operating revenues for that year and the value of its total communications plant at the end of the year. The revenue threshold increases each year to account for inflation and was $142 million for the 2009 filing.
