- 11244, 11276-99 paras. 77-135 (2001) (RTF Order). In years when the cap is not triggered, rural carriers would receive support in an amount that would cover the added expense associated with the new investment, and thus it is unnecessary to provide safety net additive in those years. RTF Order, 16 FCC Rcd at 11276 n. 196. See 47 C.F.R. 32.2001. See 47 C.F.R. 36.605(b) (``Safety net additive support = (Uncapped support in the qualifying year - Uncapped support in the base year) - (Capped support in the qualifying year - Amount of support received in the base year).''). See RTF Order, 16 FCC Rcd at 11281-92 paras. 91-119. Prior to the adoption of safety valve support, carriers acquiring lines

- the Commission adopted a rule known as the ``safety net additive'' with the intent of providing additional support to rural incumbent LECs who make additional significant investments in years where high-cost loop support is capped. The safety net additive provides additional loop support if the incumbent LEC realizes growth in year-end telecommunications plant in service (TPIS) (as prescribed in section 32.2001 of the Commission's rules) on a per-line basis of at least 14 percent more than the study area's TPIS per-line investment at the end of the prior period. Essentially, the safety net additive was designed for an incumbent LEC to receive support above its capped support amount for incremental additional investment. Once an incumbent LEC qualifies for such support, it

- LECs who make additional significant investments, notwithstanding the cap on high-cost loop support. Once an incumbent LEC qualifies for such support, it receives such support for the qualifying year plus the four subsequent years. Specifically, the safety net additive provides additional loop support if the incumbent LEC realizes growth in year-end telecommunications plant in service (TPIS) (as prescribed in section 32.2001 of the Commission's rules) on a per-line basis of at least 14 percent more than the study area's TPIS per-line investment at the end of the prior period. From 2003 to 2010, the safety net additive increased from $9.1 million to $78.9 million. It is projected to be $94 million for 2011, an increase of approximately ten-fold in nine years.
