AWS licensees will be required to file with the clearinghouse: claims for reimbursement under the cost sharing plan within 30 calendar days of the date a relocation agreement is signed with an incumbent, see 47 C.F.R. 27.1166, and notices containing site-specific technical data prior to initiating operations for a newly constructed site or modified existing site, see 47 C.F.R. 27.1170. - clearinghouses that will administer the Commission's cost-sharing plan, under the incumbent relocation procedures for the 2110-2200 MHz band (2.1 GHz band), adopted in the captioned proceedings. The instant Order sets forth details of the duties and responsibilities of the clearinghouses and announces the first date of clearinghouse operations, thereby formally selecting CTIA and PCIA for the purposes of Sections 27.1162, 27.1166(a), and 27.1178 of the Commission's rules. We also address several matters raised by commenters as well as by CTIA and PCIA. BACKGROUND In the AWS Relocation and Cost Sharing Report and Order, the Commission established procedures for the relocation of Broadband Radio Service (BRS) operations from the 2150-2160/62 MHz band and Microwave Service (FS) operations in the 2.1 GHz band,

The Clearinghouse Order announced the first date of clearinghouse operations, thereby formally selecting PCIA-The Wireless Infrastructure Association (PCIA) and CTIA-The Wireless Association(R) (CTIA) for the purposes of Sections 27.1162, 27.1166(a), and 27.1178 of the Commission's rules. Petitions for reconsideration were filed by M2Z Networks, Inc. (M2Z) and the Society of Broadcast Engineers, Incorporated (SBE). In this Order, we deny and dismiss, respectively, these petitions for reconsideration. background In the AWS Relocation and Cost Sharing Report and Order, the Commission established procedures for the relocation of Broadband Radio Service (BRS) operations

- MSS, MSS/ATC, and AWS-1 licensees in these paired bands. Briefly, for terrestrial stations (AWS and MSS/ATC), cost-sharing obligations are governed by 27.1160 through 27.1174 except that MSS/ATC operators are not obligated to reimburse voluntarily relocating fixed microwave service incumbents in the 2180-2200 MHz band while AWS reimbursement and cost-sharing obligations relative to voluntarily relocating FMS incumbents are governed by 27.1166. The cost-sharing plan is administered by AWS clearinghouses selected by the Commission's Wireless Telecommunications Bureau under delegated authority. We propose to extend to the AWS-4 band the cost-sharing rules adopted for AWS-1 licensees. Under this proposal, the cost-sharing plan will sunset for AWS-4 licensees on the same date on which the relocation obligation sunsets. We also propose conforming amendments to
