- rules, we define VMES as an earth station operating from a motorized vehicle that travels primarily on land, receives from and transmits to geo-stationary satellite orbit (``GSO'') FSS space stations, and operates within the United States pursuant to the requirements set out in Part 25 of the rules. We amend Part 25 of the rules and add a new section 25.226 setting forth technical and licensing rules for VMES as a mobile application of the Ku-band FSS. We also adopt two footnotes to the U.S. Table of Frequency Allocations (``U.S. Table'') contained in Part 2 of the Commission's rules.
