- Commenters urge us to apply the same rules to VMES as are applicable to VSATs. Raysat, SIA, and General Dynamics, for example, assert that VMES terminals will not be located within 20 centimeters of the body of a user or nearby person when the terminal is transmitting and thus by definition are not ``portable earth station transceivers'' pursuant to sections 25.129 and 2.1093 of the Commission's rules.
