Weemphasizethattherestrictionsweadopttodayarelimitedbytheexpressed limitationsofSection1.4000.257Thus,ourextensionoftheOTARDrulesappliesonlytoareaswithin theexclusiveuseorcontroloftheantennauserandinwhichtheantennauserhasadirectorindirect ownershiporleaseholdinterest.Similarly,theextensionoftherulesappliesonlytoantennasonemeter orlessindiameterordiagonalmeasurement,orlargerantennaslocatedinAlaskausedtoreceivesatellite service,andtomastsusedtosupportsuchantennas.258Inaddition,theexceptionspermittingcertain restrictionsforsafetyandhistoricpreservationpurposescontinuetoapply.259 b. LegalAuthority 101.
