No such requirement currently applies to COLEMs, but most COLEMs already file applications electronically. Electronic filing reduces errors, expedites application processing, and saves Commission resources. We therefore propose to require all COLEMs to file applications electronically via ULS. We seek comment on this proposal. Record Submission. Section 13.217 of the Commission's Rules requires COLEMs to ``maintain records of expenses and revenues, frequency of examinations administered, and examination pass rates,'' and submit them to the Commission as directed. The Commission stated when it privatized the administration of examinations for commercial radio operator license examinations that COLEMs must submit this information annually.
