- wireless communications employing a network built in accordance with the FCC Cost Model in 10 megahertz of spectrum in four scenarios depicting various types of emergencies. For each scenario, we calculate the expected value of utilization of the network. We assume for purposes of this analysis an LTE network whose capacity averaged over each sector is 7.5 Mb/s (downlink) and 3.25 Mb/s (uplink). These figures represent average throughput and are in-line with current industry benchmarks. In addition, while studies of voice communications among present day emergency responders during disaster events have shown that the command and control communication structure used by public safety results in a sparse, highly compact process of communication, our analysis departs from this model to yield a

During the period under review, cable rates rose faster than inflation. According to the Bureau of Labor Statistics, between June 2000 and June 2001, cable prices rose 4.24 percent compared to a 3.25 percent increase in the Consumer Price Index (``CPI''), which measures general price changes. Concurrently with these rate increases, capital expenditures for the upgrading of cable facilities increased, the number of video and non-video services offered increased, and programming costs increased. We also note that cable operators' pricing decisions may be affected by direct competition. Available evidence indicates that when an

Under sections 54.309 3 - 11 that qualify for these payments are included in the table. Table 3.25 provides estimates, by non- rural study area, of the high cost support using the forward-looking high-cost model support mechanism, along with the hold-harmless support for the years 2000 through 2003.41 Table 3.26 has LTS payments.
