TheWorldRadiocommunicationConference(Geneva,2011), considering a)thatsomeadministrationsmayhavedifferentoperationalneedsandspectrum requirementsforelectronicnewsgathering; b)thatthedynamicnatureoftheuseofENG,whichisdrivenbyscheduled, unscheduledandunpredictableeventssuchasbreakingnews,emergenciesand disastersmakesithighlydesirabletofacilitatetherapidandlessrestricted deploymentandoperationofENGsystemsfromonecountrytoanother, recognizing a)thatbroadcastingancillaryservicescanbeutilizedaspartofanadministration's telecommunications/informationandcommunicationtechnologies(ICTs)systems inserviceofmanagementinemergencyanddisastersituationsforearlywarning, prevention,mitigation,andrelief; b)thatRecommendationITU-RM.1824providessystemcharacteristicsof televisionoutsidebroadcast,electronicnewsgathering(ENG)andelectronicfield production(EFP)inthemobileserviceforuseinsharingstudies; 8 c)thatRecommendationITU-RF.1777providessystemcharacteristicsoftelevision outsidebroadcast,electronicnewsgatheringandelectronicfieldproductioninthe fixedserviceforuseinsharingstudies; d)thatalargenumberofbandsinMobileandFixedspectrumarealreadyusedto hostvariouselementsofelectronicnewsgatheringapplications; e)thatReportITU-RBT.2069providesspectrumusageandoperational characteristicsofterrestrialENG,televisionoutsidebroadcast(TVOB)andEFP systems, noting a)thatwhenaninternationalnewsworthyeventhappens,ENGoperationsmustbe deployedinaveryshorttime-frame; b)thatfrequencycoordinationmustbeundertakenwiththeAdministrationwhere aninternationalnews-worthyeventtakesplace; c)thatadvanceinformationonthefrequenciesavailableforENGuseinanygiven Administrationmayeaseinteroperabilityand/orinternetworking,especiallyin internationalnews-worthyeventsthatdrawbroadcastersregionallyorglobally, notingfurther a)thatitisintheinterestofadministrationsandbroadcasterstohaveaccessto updatedinformationonnationalspectrumplanningforENGuse, resolves 1toencourageadministrationstoassistthebroadcastingcommunityindeveloping adatabaseofcurrentlyavailableENGfrequencies,ENGtechnicalandoperational requirements,andspectrumauthorizationpointsofcontactasappropriate, instructstheDirectoroftheRadiocommunicationBureau 1)tomaintainalinkontheITU-Rwebsitetothebroadcastcommunity'sdatabase(s) referencedintheresolvesabove; 2)toreportontheprogressonthisResolutiontosubsequentWorld RadiocommunicationConferences, urgesadministrations 1)toprovidethebroadcastingcommunitywiththerelevantinformationconcerning theirnationalENGfrequencyallocations,ENGspectrummanagementpractices, andappropriatepoints-of-contactforENGusagewithintheiradministration; 2) toassistthebroadcastingcommunityinkeepingtheENGdatabasecurrent.
