In its Application, NMU seeks a waiver of the filing freeze that the Commission imposed on new EBS applications in the April 2003 NPRM and MO&O regarding services in the 2500-2690 MHz band, and of Section 1.1913(b) of the Commission's rules to permit manual filing of the Application.
