To ensure a baseline of operability and interoperability from the start of the network's development, the Commission adopted an Order on April 22, 2010, establishing ERIC within the Bureau. We estimated the models both with and without total population and found that the impact on the estimated coefficients of other regressors was negligible. (For example, the coefficients on PopDen and GDP in Column (1) change from 0.198 and 0.254 to 0.192 and 0.258, respectively. Such is also true of the coefficient and standard error estimates in other specifications.) Consequently, we include total population in the model for completeness. The logarithmic specification is often used to improve estimation when the scale of the variables differs across observations. For example, a 100,000 person increase in population may have different implications for broadband penetration
