Inthepresentsituation,itisapparentthatthefailureofthepartiesto reachsuchasolutionisdue,inpart,toamisunderstandingconcerning thenatureandextentofSudbrink'sresponsibility.Itisclearthatthe "newcomer"isresponsible,financiallyandotherwise,fortakingwhateverstepsmaybenecessarytoeliminateobjectionableinterference.MidnightSunBroadcastingCompany,3RR1751(1947);B&W TruckService,15FCC2d769(1968).Apreliminaryexaminationof thismatterindicatesthatthetotalcostnecessarytorectifytheWGST interferenceproblemwouldconsistofthefilterdesigncost,thecostof areviewofthefilterdesignbytheMeredithengineeringconsultantor directorofengineering,filterconstructioncost,filtertransportation costtotheantenna-transmittersite,filterinstallationandadjustment costandareviewoftheinstallationandadjustmentbytheMeredith engineeringconsultantordirectorofengineering.Clearly,Sudbrinkis responsibleforthecostincurredbyMeredithwithrespecttoreviewof thefilterdesignandthereviewofthefinalinstallationandadjustment byMeredith'sownconsultingengineerordirectorofengineering. Likewise,theconstructionandtransportationcostsofthefilterare readilydefinablecosts.Theinterferingstationwouldberesponsible fortheseexpensesevenifitsownengineeringpersonnelinstalledthe
